The Ministry of construction and housing utilities of the Russian Federation is a Federal Executive body, responsible for drafting and implementing state policy and legal regulations in construction (including construction materials, parts and constructions), architecture, urban planning (except the territorial planning), housing policy, housing and public utilities, including municipal waste management (except the tariff regulation), heat supply (except heat generation by combined production of electric and thermal energy, as well as the supply of the thermal energy produced in combined electric and thermal energy production mode, including the heat sources of combined electric and thermal energy generation), energy efficiency of buildings and structures, including housing, gardening and non-commercial associations of citizens to increase economy efficiency of the Russian Federation units and municipal entities, the shared construction of multi-family houses and (or) other properties, pricing and budget regulation in urban planning, urban zoning, state services, state property management in construction, urban development (except the territorial planning) and housing utilities, subsidies management from the Federal budget to the budgets of Russian Federation municipalities, Federal and municipal programs development and coordination, as well as the delivery the state customer function (the state customer-coordinator) in Federal target programs (within the Ministry’s sphere of activities).
